The purpose of fire drills is to make all school personnel aware of correct evacuation and assembly procedures. So pre-knowledge of a drill should not affect the quality of the experience, or the benefit gained from the experience.
Inevitably there will always be foolish students who think it cool to disregard the importance of fire alarms, no matter what the reason for the alarm might be.
If students know about fire drills beforehand, they may be less likely to take the drills seriously. On the other hand, if students do not know about fire drills beforehand, they may believe that an actual fire is merely a drill and not take it seriously.

The students and/or staff need to be punished severely when they don't take time seriously. The burden of altering behavior is on the ones making them feel and act like it could be real every time, not on the real event to be safe to not worry about.
